Al contrario, un regolamento \u00e8 un vero e proprio atto normativo che impone obbligatoriamente il suo rispetto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Il Regolamento (<strong>CE<\/strong>)&nbsp;<em><strong>1907\/2006<\/strong><\/em>, cosiddetto&nbsp;<strong>REACH<\/strong>, dall\u2019acronimo \u201c<em><strong>Registration, Evalutation, Authorisation of Chemicals<\/strong><\/em>\u201d preveda la registrazione, la valutazione, l\u2019autorizzazione e restrizione delle sostanze chimiche, prodotte o importate nell\u2019Unione Europea in quantit\u00e0 maggiori di una tonnellata per un anno.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">L\u2019obiettivo \u00e8 quello di proteggere l\u2019ambiente senza danneggiare la competitivit\u00e0 e la capacit\u00e0 innovativa dell\u2019industria chimica europea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Il Regolamento riguarda la fabbricazione, l\u2019importazione e l\u2019uso di tutte le sostanze chimiche, indipendentemente dal fatto che siano utilizzate per l\u2019industria o per la quotidianit\u00e0.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Il&nbsp;<strong>REACH&nbsp;<\/strong>stabilisce che la responsabilit\u00e0 di gestire i rischi delle sostanze chimiche spetta alle industrie. Queste devono fornire informazioni sulla sicurezza delle sostanze che producono, utilizzano o immettono sul mercato. Ecco che produttori e importatori di sostanze chimiche sono obbligati a raccogliere tutte le informazioni per gestire in sicurezza tali sostanze e a trasmetterle&nbsp;<strong>all\u2019ECHA<\/strong>&nbsp;(<em>Agenzia europea per le sostanze chimiche<\/em>) con sede a&nbsp;<em><strong>Helsinki&nbsp;<\/strong><\/em>(Finlandia) e istituita da tale regolamento.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/rdcomponents.com\/site\/wp-content\/uploads\/2024\/04\/REACH.jpg\" alt=\"reach\" class=\"wp-image-14994\" style=\"width:450px\"\/><\/figure>\n<\/div>\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Il&nbsp;<strong>REACH&nbsp;<\/strong>si basa su quattro diversi processi:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">La&nbsp;<strong>registrazione&nbsp;<\/strong>delle sostanze con la quale tutti i produttori o importatori devono trasmettere all\u2019ECHA tute le informazioni raccolte e se non sufficienti anche eventuali test.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li style=\"font-size:16px\">La&nbsp;<strong>registrazione&nbsp;<\/strong>delle sostanze con la quale tutti i produttori o importatori devono trasmettere all\u2019ECHA tute le informazioni raccolte e se non sufficienti anche eventuali test.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">2. La&nbsp;<strong>valutazione&nbsp;<\/strong>da parte dell\u2019ECHA delle informazioni trasmesse e la loro conformit\u00e0.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">3. Solo per alcuni usi specifici il REACH concede l\u2019<strong>autorizzazione<\/strong>&nbsp;all\u2019uso di sostanze \u201cestremamente preoccupanti\u201d (<em>substance of Very High Concern<\/em>&nbsp;&#8211;&nbsp;<em><strong>SVHC<\/strong><\/em>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">4. La&nbsp;<strong>restrizione<\/strong>, totale o parziale, di quelle sostanze con rischi inaccettabili per l\u2019ambiente e la salute degli esseri viventi.&nbsp; Le restrizioni sono elencate nell\u2019<em>Allegato XVII<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Questi processi hanno lo scopo di esercitare una pressione sulle imprese affinch\u00e9 riconsiderino il loro portafoglio di sostanze chimiche sostituendo quelle pi\u00f9 pericolose con alternative pi\u00f9 sicure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Il regolamento stabilisce che in ogni Stato sia nominata un\u2019autorit\u00e0 nazionale con la responsabilit\u00e0 dell\u2019applicazione del&nbsp;<strong>REACH&nbsp;<\/strong>sul proprio territorio.
